 We believe every hardworking Colorado student deserves a clear path to college. Initiative 81 guarantees the top 10% of seniors admission to public colleges—opening doors, reducing stress, and rewarding achievement.

If passed, Initiative 81 would guarantee automatic admission to Colorado public colleges and universities for high school students who graduate in the top 10% of their class. Initiative 81 is located in the heart of downtown, with easy access to public transportation and nearby attractions.


  • Students who graduate from a Colorado high school (public or private, accredited).
  • Students in the top 10% of their class GPA.
  • Students who apply to a Colorado public college within two years of graduation and before the school’s deadline.


Almost. Each school must set aside up to 75% of its freshman spots for top 10% graduates. If more students apply than there are spaces, schools will admit students starting from the very top ranks until the reserved spaces are filled. Initiative 81 provides a range of resources to support students, including academic advising, career services, counseling services, and more. Visit our student resources page for more information. This does not apply to Private institutions of higher learning which do not receive funds from the State of Colorado


All state-supported colleges and universities, including:

  • University of Colorado campuses
  • Colorado State University campuses
  • Colorado School of Mines
  • Metropolitan State University of Denver
  • Adams State, Fort Lewis, Western Colorado, Mesa, and Northern Colorado
  • Plus all community colleges, local district colleges, and technical colleges supported by the state.


Every school will post the GPA cutoff for automatic admission on their website during the application season. They’ll update it weekly so students know where they stand. After the application season ends, the information goes out to all school districts for future students and families to see. 


Some students may be asked to take summer classes or orientation programs if the college thinks they need more preparation before starting full-time.


 Don’t worry — you can still apply through the normal admissions process. Initiative 81 just creates an extra guaranteed pathway for the top 10%. 


No. The initiative only applies to Colorado high school graduates. 


If approved by voters, Initiative 81 would begin with students applying for college in fall 2026.

Since this initiative is a primarily student-driven effort, we are too young to pass the petition ourselves and we will need the help of those who are over 18 years old to pass this petition.  We need over 124,000 signatures by December 1st 2025. We also need the help of High School Students to help get the word out and to help drive local efforts to bring awareness to this Initiative.
